I. Call to Order: 8:31 A.M. by Chairman Richard Beal.
II. Review / Signing Financial Warrants

III. Review / Approval of Previous Meeting Minutes; April 7, and April 16, 2015
Florence Joy Sprague moves to accept the April 07, 2015 Board of Selectmen’s meeting minutes as written. Malcolm Fernald seconds the motion, with a unanimous vote by Richard Beal. Motion passes.

IV. New Business
A. Appointments
• Constable, Great Cranberry Island
Malcolm Fernald moves to appoint Richard Beal constable for Great Cranberry Island, term to expire in 2016. Florence Joy Sprague seconds the motion, with Richard Beal abstaining from the vote. Motion passes.
• Constable, Islesford
Richard Beal moves to appoint Richard Howland as constable for Islesford, term to expire in 2015. Florence Joy Sprague seconds the motion, with a unanimous vote by Malcolm Fernald. Motion passes.
• Board of Appeals
Richard Beal moves to appoint Ingrid Gaither as member of the Board of Appeals, term to expire in 2018. Florence Joy Sprague seconds the motion, with a unanimous vote by Malcolm Fernald. Motion passes.

• Board of Assessment Review
Richard Beal moves to appoint Nanette Hadlock as member of the Board of Assessment Review. Florence Joy Sprague seconds the motion, with a unanimous vote by Malcolm Fernald. Motion passes.
• With regret, the Board of Selectmen accepts the resignation of Katelyn Damon as member of the Municipal Advisory Commission (MAC). The Board of Selectmen must appoint a new member of the MAC, term to expire at the April 2016 annual Town meeting. This item will appear on the June BOS meeting agenda.
B. Town Office Inspection Report
The Board of Selectmen have received a Town Office Building Inspection Report, dated April 2015 and submitted by Dennis Dever, Code Enforcement Officer –Alternate. This report will be submitted to the Municipal Advisory Commission for their next meeting. The Board of Selectmen considers this a top priority for the MAC at this time. The Town Attorney is currently working on a revised lease, based on the inspection report.
C. Town Office Lease
Previously discussed.
D. Manset Property Sale
The Town attorney is currently preparing a letter to Mr. Lisewsky of Manset whom has expressed interest in purchasing a strip of land from TCI at the Manset property. The purchaser must offer a purchase and sales agreement. This item is expected to appear again on the June BOS meeting agenda.
E. Consultant: Flood Plain Ordinance Update
The Board of Selectmen have received an email communication, dated April 09, 2015, from Code Enforcement Officer Kimberly Keene. Ms. Keene informs the Selectmen that the Town needs to hire a Planning Consultant to work on amending the current flood plain ordinance and amending the current flood plain maps. The Federal Emergency Management Agency (FEMA) is updating the Flood Plain and maps for the entire state. A preliminary map has been received by the Town and may be viewed at the Town Office. A recent communication from Thomas Martin of the Hancock County Planning Commission indicates that several communities in Hancock County submitted appeals that are currently being reviewed. The adoption process will be postponed until these appeals are resolved. The adoption process is hoped to take place in early 2016. The Town of Cranberry Isles must update the Flood Plain Ordinance and maps in preparation for the annual Town meeting in 2016. No funds were budgeted for the hiring of a flood plain consultant at the 2015 annual Town meeting. A public hearing will be required before the Town meeting.
It may be possible to request assistance from the Hancock County Planning Commission. Richard Beal suggests contacting Dennis Dever, alternate CEO, whom has expressed interest in helping with the amendments. Both HCPC and Dennis Dever would require reimbursement for the help. Richard Beal will contact Dennis Dever to see if he is willing to come on board and at what price.
F. Islesford Dock Repairs Specification and Bid Package
James Fortune reports that there are five contractors interested in the dock repair project at Islesford. Advertisements have been placed in the Ellsworth American and the Bangor Daily News. Work is to start after Labor Day. Questions arise regarding why the work must wait for after Labor Day. Selectman Sprague suggests asking the Dock Restaurant for permission to land at their dock in case the Town Dock is unusable for any period of time. The BOS request that two sentences be added to the bid specs:
1. By decision of the Board of Selectmen, ten percent will be added to the compensation for completion of the job no later than September 01, 2015.
2. And there will be a one hundred dollar per day penalty for work not done by completion date.
The estimated cost of adding ten percent is approximately six thousand dollars. James Fortune will make the changes to the bid specs.

One of the Manset floats is in need of extensive repair. Funds for the repairs will be drawn from the Manset reserve fund.

The GCI Harbormaster has suggested that a cross member be added to the GCI Dock to keep boats from going under the dock. David Sordyl or Nick Barton is recommended for this job.

It has come to the attention of the Board of Selectmen that Beal and Bunker has not paid any ramp fees to the Town for 2014. Richard Beal will speak with David Bunker.
G. Sign Tax Commitment Letter
The Board of Selectmen signs the 2015 Tax Commitment Letter. Per annual Town meeting, March 14, 2015, these funds are to be raised from Real Estate and Personal Property Taxes for the 2015 calendar year.

Town Operations Budget $1,576,789.00
Hancock County Tax 2015 82,500.00
School Budget 562,147.00

Total Annual Budget $2,221,436.00

Less Appropriations:

School Subsidy/Receipts 82,129.00
Town Revenues 198,175.00
MEDOT Subsidy 22,000.00

Amount to be raised in 2015 Taxes: $1,919,132.00

Letters to the taxpayers from the assessors are expected to go out in June.
July 22 and July 23, meetings will take place with taxpayers on Islesford.
July 20 and 21, meetings will take place with taxpayers on Great Cranberry Island.
Baker, Bear and Sutton Island taxpayers may attend meetings at either location.
Meetings will be made by appointment by calling the Town office to arrange.
V. Other Business
• The Board of Selectmen has received a communication letter from the TCI Animal Control Officer in regard to unlicensed dogs. Currently there are five dogs in Cranberry Isles who are not licensed and there is no proof of rabies vaccination. Three of these dogs could be deemed “dangerous dogs”. The Animal Control Officer is asking for permission as of June 01, 2015, to write citations for non-compliance, not registering and not up to date on shots.
Richard Beal moves that the Animal Control Officer, Cari Alley, has the full support of the Board of Selectmen, that the Board of Selectmen supports full compliance with all laws and regulations of animal control. If she wants to write tickets, to take dogs off the island, to have a dog muzzled, or have a dog disposed, we can follow through with state law. Florence Joy Sprague seconds the motion, with a unanimous vote by Malcolm Fernald. Motion passes.
VI. Executive Session: Personnel Matter, 1 M.R.S.A. § 405(6)(A)

VII. Audience Communications
• The Tax Collector explains the tax lien process upon request of Joanne Thormann.
