Meeting Notes
October 15, 2015
Islesford Neighborhood House on LCI at 4:00 P.M.

Meeting called to order at 4:00 P.M.

Members Present: Cory Duggan, Joanne Thormann; and by teleconference: Ron Axelrod,
Ingrid Gaither, Chris White, Sam Donald

Other Present: Jim Fortune; and by teleconference: Charlie Norris.

Cory Duggan discussed the responsibilities of committee members. Subcommittee
members who are not already elected MAC members need to be appointed by the Board
of Selectmen. Only MAC members can be official committee members, unless otherwise
appointed by the Selectmen. The Transportation Task Force has added some extra
members this year, those folks will need to be approved by the Selectmen.

Committee members need to refrain from speaking with others as official members of the
TTF subcommittee, and from representing the Town of the MAC unless previously
requested to do so by the committee. The Transportation Task Force would like to have a workshop with the Town Attorney so that they can better understand its role and responsibilities.

Discussion about special Town Meeting. Cory will discuss Warrant Article # 4 with Joy Sprague so that he can be prepared to discuss the TTF goals with respect to the warrant article and the long-term plan. The TTF will need to provide some answers about the long-term plan of the TTF and what has been spent on consulting fees up to this point, relative to Warrant Article #5.

Explain at Town Meeting that the TTF needs someone who is an expert working on this for the Town. It needs to be someone who is experienced with water transportation issues. Explain that the TTF has developed a set of options for a long-term water transportation plan for the Town. The TTF would like to continue using the consultant to develop a plan that will work for and be accepted by the Town, and for assisting in securing grant funding for ferry services.

Charlie Norris will write up outline for where the TTF is at this point in developing a long-range plan for ferry service; 80% of the plan is completed, however, a financial and implementation plan still needs to be added. Ron Axelrod will prepare a paper for talking points for the special Town Meeting.

The TTF Subcommittee will need to work on the following specifics for its long-range plan:

1. Northeast Harbor landing rights
2. Revise the TCI Docks and Harbor Ordinance to include regulation of town dock usage by ferry services
3. Seek the U.S. Postal Service mail contract when it expires in May of 2016, and try to increase its value
4. Increase the Maine D.O.T. (FTA) funding for ferry service for Cranberry Isles
5. Seek other subsidy opportunities for ferry service

Next meeting is Thursday, October 22, 2015:
1. Review memos from Ron Axelrod and Charlie Norris
2. Talk about special Town Meeting
