I. Call to Order: 8:30 am by Richard Beal, Chairman.

Richard Beal started out the meeting with a congratulations to Dennis Dever, CEO, for becoming the Chairman of the Downeast Association of CEO.
II. Review/Sign Financial Warrants
Warrant #7- $ 6,135.25
Warrant #8- 2,960.42
Warrant #9- 62,104.00 (school dept)
Warrant#10- 6,503.38
Warrant#11- 38,328.11
All Warrants approved and signed by the Selectmen.

III. Review/Approval of Meeting Minutes, February 02, 2016
Richard Beal motions to approve minutes as written, second by Florence J. Sprague. With unanimous vote by Malcolm Fernald.

IV. New Business
A. Floodplain Ordinance Amendments
Dennis Dever presented to the Selectmen the Proposed Floodplain Management Ordinance with some recommended changes made by Dennis Dever. The proposed changes will now need to go back to the Maine Floodplain Management Program for approval.
Richard Beal motions to approve the Proposed Ordinance with changes dated 02/03/2016, second by Florence J. Sprague. Unanimous vote to approve by Malcolm Fernald.
The Selectmen approved the setting of the dates for Public Hearings on both Islesford and Great Cranberry Island. The Public Hearing on Islesford is set for 04/16/16 at the Neighborhood House at 8:30 a.m. The Public Hearing on Great Cranberry Island is set for 04/23/16 at the Cranberry House at 9:00 a.m.
Richard Beal motions to hold the Special Town Meeting for approval of the Ordinance on May 14th, 2016 at Islesford Neighborhood House to begin at 8:30 a.m., second by Malcolm Fernald. Unanimous approval by Florence Sprague.
A copy of the Proposed Ordinance and Digital Maps can be found on the Town’s website or a paper copy can be obtained at the Town Office.
B. Harbor Ordinance Amendments
Cory Duggan reported to the Selectmen that a Workshop held on February 27th, between the MAC and Harbor Committee, with the assistance of Karen Burns, Island Institute, facilitating to work on amending the Town of Cranberry Isles Harbor Management Ordinance. The original goal was to have an Amended Ordinance to present at the Special Town Meeting in May, however, the group feels that having it ready for a May vote would be too aggressive. The group hopes to work on it throughout 2016 and have an Amended Ordinance to present at the 2017 Annual Town Meeting.
C. Transportation Support for Political Caucuses
The Selectmen received a letter from Jeri Spurling requesting the Town to hire and pay for a special boat for the Democratic Caucuses being held on Islesford on Sunday, March 6th, 2016. The request would provide transportation from NEH and Great Cranberry Island to allow party members to attend.
Richard Beal motions to deny the request, as it would be inappropriate for the Town of Cranberry Isles to favor one political party over another, and there was no money budgeted for transportation to the 3 Political Party Caucuses being held this year. Seconded by Florence J. Sprague. Unanimous vote by Malcolm Fernald.
V. Other Business:
A. The Town Clerk presented an email that was received to the Board of Selectmen from Meagan Blank, requesting the use of the Town Field on Isleford for the weekend of August 27th, 2016 for her wedding.
The Board of Selectmen unanimously agreed to allow for the use of the field with the understanding that Meagan would need approval from the Dudman’s for their portion of the field, and that all equipment and garbage must be cleaned up by Sunday, the 28th.
B. The FTA sent the annual Federal Fiscal Year 2016 Certifications and Assurances for FTA Assistance Programs for signatures by the Chairman of the Board of Selectmen and the Town’s Attorney, Jason Barrett.
This form is required annually for the Town to receive it’s Commuter Ferry Subsidy from the MEDOT/FTA.
C. Denise McCormick reports that if she is re-elected at the Annual Town Meeting, she will be out of the Town Office April 6th thru April 15th for a much needed vacation.
D. Richard Howland attended the meeting to update the Board of Selectmen on some Fire Dept. items.
1. Richard reports that the Cistern vent was hooked up incorrectly but it will be corrected in the next few weeks.
2. He reports that there will be a prensentation at the Annual Town Meeting for the proposed new Fire Truck for Great Cranberry. The new truck will be a pumper truck like the IVFD has now. Richard will have Islesford’s truck parked outside at the Town Meeting for anyone who wants to see what the proposed truck will look like.
3. The 2 Volunteer Fire Depts are combining training on both islands so that all the volunteers know how to use the equipment on each island. It is very important for everyone to get along on both islands as we are trying to work together as One community.
E. Florence Sprague, Postmaster, was contacted by the USPS in regards to the upcoming mail contract. They are concerned as they have not received a bid from Beal and Bunker. She contacted David Bunker, Beal and Bunker, and he is not sure at this time if he is going to bid on the contract or not. Florence will continue to look into the situation and update the Board when information is available.
Richard Beal motions to adjourn the meeting at 10:07 a.m., second by Malcolm Fernald. Unanimous vote by Florence J. Sprague.
