I. Call to Order: 4:32 P.M. by William Dowling
Four Planning Board members (including an alternate) are present at today’s meeting, which represents a quorum. By acclamation of the members present, William Dowling is named acting chair for this meeting since Branden Stubbs is a representative of the applicant. Branden Stubbs recuses himself from voting on the application.
II. Review / Approval of Previous Meetings’ Minutes
A. November 30, 2016: William Dowling moves to accept meeting minutes as written. Sally Rowan seconds the motion. Motion passes 4-0
B. March 28, 2017: William Dowling moves to accept meeting minutes as written. Sally Rowan seconds the motion. Motion passes 4-0

III. Review Application

Shoreline Stabilization -Replace Destroyed Rip-Rap, Install Boulder Retaining Wall

Application was filed on March 6, 2017 and determined to be complete by the CEO on March 8, 2017. The purpose of the project is to stabilize severe erosion that has occurred in the area over the past decade. The new boulder retaining wall will tie into the former boulder wall where it has not eroded. The Planning Board found the application to be in compliance with the Land Use and Shoreland Zoning Ordinance on March 28, 2017 pending verification that abutting landowners to the applicant had received timely notice of that hearing. Timely notice had not been issued so this meeting was scheduled to allow abutting landowners to be timely notified and to attend this meeting or contact the Planning Board with any concerns. Having received no response from the abutting landowners, William Dowling moves to grant permit. Sally Rowan seconds the motion. Motion Passes 3-0 (Branden Stubbs abstains).

IV. Other Business
William Dowling raises question about Planning Board’s role in proposed Tower ordinance for TCI. General Discussion. No action taken.

Board has general discussion with Dennis Dever about timeline for submission of updated Shoreland Zoning Ordinance for special town meeting tentatively scheduled for July. Dennis has completed draft ready for printing. Public hearing will be held prior to town meeting once the town meeting is scheduled.

V. Adjournment: 5:10 P.M.
