I. Call to Order: 3:17pm by Chairman Malcolm Fernald. He reports selectman Richard Beal is absent due to illness.

II. Review / Sign Financial Warrants
Warrant #24: $ 6,072.24
Warrant #25: $11,242.73
Total: $17,314.97
All warrants were signed by the Selectmen.

III. Review/ Approval of Meeting Minutes: May 2, 2017

Florence Joy Sprague moves to accept the May 2, 2017 Board of Selectmen’s meeting minutes as written. Malcolm Fernald seconds the motion. Motion approved 2-0.

IV. New Business

A. Property Acquisition: 61 Main Street, Islesford

Selectmen review and sign Purchase and Sale documents. Florence Joy Sprague notes incorrect zip codes on some of the documents that need to be corrected.

B. BCM Contract Renewal
Ben Moore is here today to sign nine year solid waste removal contract. James Fortune advises that any changes in operating hours for the transfer stations need to be decided before June 1. Ben Moore reports his previous request for alternating days so regular employees can back up each location is no longer necessary. However, he advises early morning or late afternoon hours beyond scheduled mailboat runs are not practical. James Fortune to work with Ben Moore to determine operating days and hours.

James Fortune reports that due to the elimination of garbage pickup, the Islesford Dock Restaurant is going to order and maintain its own trash and cardboard bins. The restaurant will be responsible for the bin and barging fees, but requests the town pay the tipping fee. General discussion that the town would be paying this fee anyway, but offloading barging costs. Restaurant benefits by not having to transport garbage to the transfer station. Malcolm Fernald moves to pay tipping fees for Islesford Dock Restaurant garbage. Florence Joy Sprague seconds motion. Motion passes 2-0.

C. Cranberry House Events: Beano Games

Phil Whitney is here to represent the Cranberry House, which is planning to
hold six Beano/Bingo events during the upcoming season. Approval for the games
is authorized by the Maine Department of Safety, but the application requires a
statement from the selectmen that the Cranberry House is a reputable organization.
Selectmen review and sign.

D. Constable Position for Great Cranberry

Katelyn Damon reports Branden Stubbs is considering the position, but is out of
town this week. She will follow up with him. No action taken.

E. Broadband Update: Axiom Service Contract

Malcolm Fernald advises that the contract has not been presented by Axiom, but that work continues on it. James Fortune reports application for ConnectME grant has been submitted. The requested amount is $70,000 to be put towards tower location and construction. He also reports Axiom will be reviewing Sutton Island for the possibility of fiber connection per the requests of residents there. No action taken.

V. Other Business

Joanne Thormann gives Municipal Advisory Commission (MAC) update. MAC members are gathering information on the Manset property and formally requests that the selectmen not initiate any new rental contracts until the MAC review is completed and submitted to the selectmen. Florence Joy Sprague asks the MAC consider the costs that might be involved in a potential residential conversion of the Mansell building. Malcolm Fernald asks the MAC to consider a long term plan for the 61 Main Street building at Islesford once the immediate needs are addressed and the town office is relocated there.

Florence Joy Sprague advises that two informal agreements involving the shared well and shared septic system at 61 Main Street should be formalized as part of the property transfer process.

Malcolm Fernald reports the Harbor Committee has recommended allowing Downeast Sailing Adventures a limited use of the Manset dock for the upcoming season only. In addition to allowing pickups and drop-offs only, their schedule should not conflict with Sail Acadia or the Cranberry Cove Ferry. Malcolm Fernald moves to grant Downeast Sailing Adventures permission to use the Manset dock, with limitations, for the upcoming season. Florence Joy Sprague seconds the motion. Motion passes 2-0.

Denise McCormick asks whether the tentative date of July 15 for a special town meeting should be delayed. Consensus is that tentative date of late August or early September be considered.

James Fortune reports repairs to Islesford transfer station gates will commence next week.
