Harbor Committee Meeting

I. Call to order: 4:45 P.M. by Chairman Richard Howland.
II. Review / Approval September 16, 2008 Harbor Committee Meeting Minutes
Roy Hadlock moves to approve the September 16, 2008 Harbor Committee Meeting Minutes as written. Richard Howland seconds the motion. (3-0) Motion passes.
(At the time of this motion, only three Harbor Committee Members were present at the meeting.)
III. FTA Grant
A. 80 ft. Gangway for Islesford
The Harbor Committee expresses the need for replacement of the barge ramps at both Great Cranberry Island and Islesford. In reference to the requirement of 80 feet gangways at GCI, Islesford, and Manset, the Harbor Committee understands that leniency has been given to Islesford from the Department of Transportation due to the tight mooring field in the Harbor. The Selectmen have asked for the Harbor Committee’s recommendation on applying for three gangways and asking the voters to decide at the annual town meeting whether to place an 80 feet gangway at Islesford or not.
The recommendation is to go ahead and apply for the three gangways if necessary, but they do not recommend placing this size gangway at Islesford, even for a trial period, considering the cost of mooring relocation. The Committee hopes that the funds for the third gangway could be applied to the costs of the other components of the grant, (pathway at Manset and new barge ramps at Islesford and Great Cranberry Island). The Committee questions if it is totally necessary to purchase the third gangway after applying for it, and also if there is proof of the leniency at Islesford for not having an 80 feet gangway installed.
B. Mooring Fields
The Harbor Committee feels that it would be costly and unfavorable with mooring owners to move the mooring field at Islesford.
IV. Ramp Fees
At the October 29, 2008 Board of Selectmen’s Meeting, a motion was passed to raise ramp fees from $2.50 per landing to $5.00 per landing as a preliminary measure, with a question being posed to the Harbor Committee as to overall recommendation on ramp fees, and the operation of all people using the ramps. Upon research by the Facilities Supervisor, it was apparent that the ramp fees charged by the Town of Cranberry Isles are considerably lower than many surrounding towns. Fees are paid on the honor system.
The Harbor Committee recommends researching the average number of trips paid for in the past by barge companies, and charging a set fee per year for usage of our Town ramps. Due to the difficulty of enforcement the set fee seems like a logical answer.
The Harbor Committee also addressed the fact that the some of the barges seem to be causing damage at the bottom of the barging ramps. Also discussed was the fact that the “Beacon” has been witnessed by fishermen and Co-op personnel running over fishing gear in our harbor. At least two Cranberry Isles Fishermen have contacted the barge owner in reference to damage to fishing gear. The Harbor Committee would like to know if the barge owners have been contacted by anyone from TCI in reference to damage to the landing ramps. The Harbor Committee recommends this as a first step measure.
V. Harbor Mapping
Due to the weather conditions this time of year, the mapping of Great Cranberry Harbor should take place as soon as possible in the spring of 2009. Eliza Greenman will contact Hope Rowan to let her know of mapping plans. The Harbor Committee recommends rolling over funds for the mapping project into the 2009 budget.
VI. LCI Dock
No discussion at this time.
VII. GCI Dock
The Harbor Committee would like the latest plans for GCI Dock Repairs forwarded to the Harbor Committee Members.
VIII. Sutton Dock
Sutton Island Float will remain in the water until after November 17, 2009 by request of the Brawners.
IX. Manset Dock
The Harbor Committee would like to remind the Board of Selectmen that there appear to be missing moorings at Manset.
X. Other Business
No further business at this time.
