January 15, 2010

I. Call to Order: 8:32 by Chairman Richard Beal.
II. Old Business
A. TEPA Project Alternate
Permits were received on January 13, 2010 for the dolphin pile portion of the ramp projects at Islesford and pilings at Manset to support the new 80’ gangway. Three bids were reviewed at the December 08, 2009 Board of Selectmen’s meeting. The lowest bid received came from John W. Goodwin Construction at a base price of 237,120.70 dollars. The alternate bid portion came in considerably lower than the other two bidders. Goodwin was asked to respond about the lower bid by either a written explanation or coming to a BOS meeting to explain. Neither a written explanation nor attendance at a BOS meeting took place. Today is day forty-five of the forty-five day period that bidders are required to hold their bid prices.
The Board of Selectmen has asked the Facilities Supervisor to provide supervision of the project to make sure the work is done.
Dan Lief moves to accept the bid as submitted from John W. Goodwin Construction. Richard Beal seconds the motion, with a unanimous vote by Sally Rowan. Motion passes.
A change order was signed by Chairman Richard Beal for the original contract to include all pile work in the contract. Total bid price of the contract, including pile work is 244, 820.90 dollars.
One car owned by Russell Wedge will have to be moved at Great Cranberry Island in order for work to start on the ramp this week. The pile work is planned to take place this spring. All work is to be completed according to contract by June 01, 2010.
B. Budget & Warrant 2010
No further discussion at this time.
III. Audience Communications
The Town Office has been unable to use the municipal website since the end of December. The Town Clerk has emailed Richard Hill about this matter. Lise Pratt has also contacted Mr. Hill about the website in regard to posting Comprehensive Plan Updates. Selectman Lief will call Richard Hill today.
