I. Call to Order: 4:00 P.M. by Richard Howland.

III. Review / Approval August 12, 2009 meeting minutes
IV. Mooring Mapping GCI - set date
Richard Howland will make some phone calls to see if anyone is still interested in helping out with mapping GCI Harbor. The going rate for hiring a boat seems to be around $75.00 to $80.00 per hour. There are grant funds still left for this purpose.
V. Dock Extension, LCI
At the annual town meeting voters approved up to $6000 for a feasibility study and design work to be performed by Kleinschmidt Associates, to investigate and develop options for the extension of the Town Dock at Islesford. This was also identified by the Transportation Committee as a long term safety goal. The Town has an opportunity to apply for a SHIP Grant for this project. A match of 10% is required from the town in the event of a grant award. More maneuvering room is desired. An added set of steps would be needed on the dock extension. The dock would most likely have to go straight out as opposed to facing a north or south direction. It is the general agreement that the extension of the dock is necessary for safety. Some moorings will have to be moved. As for a year round float, there is the burden of making sure the ice is taken off everyday in winter months, and the question of room if the float were to come off the south side of the dock. . It is wondered if the slabs from the old barge ramp could be stacked for a type of wave fence. Some type of breakwater / wave fence is recommended by the Harbor Committee, but is deemed a longer term project. The Harbor Committee would like to know if an eighty-foot gangway is planned for Islesford with a dock extension. Jeff Berzinis makes some suggestions about how the float could be attached to make it possible to not have to move moorings.
VI. Long Term Safety Study Recommendations for BOS
No further discussion at this time.
VII. LCI Docks / Harbors / Ramps
The main float is in at Islesford. The new barge ramp is wider than the old one. Acadia Park will visit the island on Wednesday of this week to discuss using part of the park land outside the town right of way for drainage purposes. The Harbor Committee recognizes that ice buildup and drainage issues are a problem at the Town ramp. Some damage to the Blue Duck building has occurred during the ramp construction. A cluster of three dolphin piles will be placed near the ramp to reduce the chance of damage to Islesford Dock Restaurant. The Facilities Supervisor suggests that the Harbor Committee look at the possibility of a policy in respect to damages incurred by private companies at harbor facilities.
VIII. GCI Docks / Harbors / Ramps
The main float is in at Great Cranberry Island. Some work still needs to take place at the Great Cranberry barge ramp. Barges are having difficulty landing at the new ramp at low tides. Old slabs from the GCI Dock renovation were used at the bottom of the ramp, (six on each side). Permission was given by a Selectman to the contractor, but using the old slabs was not intended by the bid specs and contract. There was an option in the bid documents for using the old slabs, but as a cost saving measure for the Town. A bid for using the old materials option was not submitted as a cost saving measure by the contractor.
IX. Sutton Docks / Harbors / Ramps
The main float is now in at Sutton Island.
X. Manset Docks / Harbors / Ramps
The floats at Manset will not be in until sometime next month. The Cranberry Cove Ferry service will not start running as early this year. The Facilities Supervisor is waiting for a firm date on Manset float installation. New float configuration and dock preparation for the new eighty foot gangway are planned for this summer.
