Attendance:
Jim Fortune, BOS Administrative Assistant, Cory Duggan, Jim Amuso, Selectmen Phil Whitney, Malcolm Donald, Karen Whitney, and Committee Chairman Ron Axelrod (by teleconference)

Reviewed Meeting Agenda

Reviewed the Minutes of the April 27, 2012 MAC meeting

Clarified the scheduled times for the July 3rd public meetings/forums to get input on the new contracts for the commuter ferry service. The times for the forums were clarified as being 9:00 am on GCI and 1:00 pm on Islesford.

Motion by Motion by Cory Duggan and Second by Malcolm Donald to approve the Minutes of the April 27th MAC meeting as amended. Unanimous vote to approve.

Capital Improvement Plan:
Discussion about the time frame for completing the various tasks assigned to MAC members. It was decided that the tasks will be completed and distributed no later than one week before the June 29th MAC meeting in order for the information to be reviewed by committee members before the meeting.

Capital improvement items include the following:
- Town Office
- Roads
- LCI dock extension
- Manset drive-on dock
- Fire truck (tanker truck) for GCI
- Schools (Katelyn Damon-School Committee)*

*The consensus of the MAC is that the Committee does not need to be directly involved, just kept informed by Katelyn Damon (also on School Committee) and Jim Fortune.

• Developing the criteria for the plan and updating for a five-year horizon or costs and priorities.
• Manset Property: Malcolm, Jeff, and Ron would be responsible for this section of the investment plan and some preliminary assignments were determined:
• Update cost analysis for Manset/income vs. overhead costs (Jim Fortune)
• Provide a copy of property boundary survey to MAC (Jim Fortune)
• Hire an appraiser to determine the market value of the Manset property (see if Selectmen will use contingency funds to have the appraisal one this year)
• Get an estimate to have the appraisal done (Malcolm Donald)
• Long-term plan for Manset property

Tasks for Committee members

Manset Property

Drive-On Dock at Manset:
The Harbor Committee is reluctant to get involved with the discussions and decision process for a year-round drive-on dock in Manset. The MAC will go forward with this anyway as directed by the Selectmen.

Next Steps:
• Potential design options
• Costs
• Implementation schedule
• Funding sources
• Update Kleinshmidt work (permits needed, construction techniques, costs)

We need to work with and talk to Southwest Harbor to see how the Manset facility can be better utilized to the benefit of both Towns.

It is the consensus of the MAC to defer to the Selectmen in developing a scope of work and direction for this.

Commuter Boat:
Use the June 29th MAC meeting to develop plan for the July 3rd meetings on the commuter ferry service.

Should the new commuter boat contracts be for 1 year or 2 (or more)? The Town could use this as an opportunity to look at the overall ferry service for the Cranberry Isles. This could be an opportunity for the Town to evaluate how the ferry services can be more efficient and responsive to costs and a resident needs/schedules (i.e. restructuring of ferry service for TCI). The public forum on the commuter ferry could also include a larger discussion about ferry service for TCI

The MAC would like to evaluate:
• The long-term ferry operations serving TCI
• Engage ferry operators
• Ferry safety
• Cost
• Ferry schedules

Motion by Cory Duggan to include a larger discussion about ferry service for TCI. Second by Malcolm Donald. Unanimously approved.
