I. Call to Order: 4:22 P.M. by Chairman Bill Dowling.
II. Review / Approval July 15, 2013 Minutes
Bill Dowling moves to accept the July 15, 2013 Harbor Committee meeting minutes as written. Richard Howland seconds the motion. Motion passes.
III. 2014 Budget Recommendations
A. GCI Town Dock
Photos are reviewed that show needed repairs to GCI Town Dock. Prock Marine will reimburse for one piling that was damaged by their barge. There is approximately $63,000 in reserve to help cover the cost of the remaining repairs.
GCI Dock Ladders need repairs. Replace dock ladders with some like they have at the Fishermen’s Co-Op.
An additional dinghy (skiff) float is requested by the GCI Harbormaster as reported by Bill Dowling. The float contractor has reported that an additional mooring rock for the new float should also be installed. There is also a suggestion for another float to be placed under the 80 foot gangway at GCI. There is not a lot of room at low tide, but may be enough. The Harbor Committee makes no recommendation on the extra float under the gangway. An additional set of landing stairs has been suggested by Norman Sanborn for the opposite side of GCI Dock. Most likely the shed would have to be moved. It is believed that the Town has plans for additional stairs at GCI. A report on the condition of the GCI Dock is expected from Kleinschmidt Associates next week.
B. Islesford Town Dock
Islesford Harbormaster Bruce Fernald suggests the purchase of an electrical hoist for the Islesford Town Dock. Dennis Dever suggests that the one recently installed by the Town of Bar Harbor is an example of a good hoist. The hoist company also services the hoist for Bar Harbor. The hoist would make unloading large freight (appliances, furniture, etc.) as well as be helpful to the fishermen with their traps.
Replace dock ladders with some like they have at the Fishermen’s Co-Op.
The landing platform at the bottom of the Islesford stairs should be added to in order to prevent the gap at the end where the passenger boats land at extreme low tide. A couple of planks added should do the trick, and this should be done right away.
Replace a broken fender piling near the end of the Town Dock (near the Co-Op). The piling was repaired after it was broken but should be replaced.
C. Sutton Island Town Dock
James Fortune reports that some residents at Sutton Island have requested boat bumpers be placed all around the float at Sutton Island. The float already has bumper material around the edge of the float. The Harbor Committee recommends discouraging the bumpers on the float because the bumpers would need to be constantly replaced.
D. Manset Dock
Two of the solar lights on the dock at Manset will need to be replaced. It is suggested that a couple of extra lights be purchased in order to have replacements during the season if needed. Dennis Dever reports that an additional float of the same size already used be added at Manset. If the distance between the floats is shortened up, then the additional float would fit without going out further in to the harbor.
IV. Islesford Harbor Mooring Plan
Bruce Fernald has spoken with the Matt Knox in regard to two moorings which are too close to the floats at Islesford. Shortening the mooring chains and moving the moorings slightly out away from the floats should remedy the situation. Mr. Fernald is not sure if the mooring owners will be willing to pay to have the moorings moved or not. It is recommended to budget to have the two moorings repositioned to make landing at the Islesford Town floats easier and safer. There are funds in reserve for harbor management. Dennis Dever recommends that the harbor committee members read at least appendix C of a publication “The Right Track”. This would be in research of a possible mooring realignment for Islesford Harbor in the future. The Harbor Committee strongly recommends public hearings for transparency, during the summer season, before any mooring realignment would take place. It is agreed that things are getting tight in the harbor, and realignment may be necessary. The Harbor Committee recommends any mooring realignment take place before any proposed extension to the Islesford Town Dock.
Richard Howland moves to read the appendix C of the Right Track, to move the two moorings discussed before the floats go in this spring, and to continue the conversation on mooring realignment in the spring. Bill Dowling seconds the motion. Motion passes.
