Review 2013 Work Plan
GCI Public Bathroom

Approve Minutes of the June 27, 2013 meeting: Motion by Katelyn Damon to approve the June 29 Minutes as written. Second by Ron Axelrod. Unanimously approved.

Discussion of work plan items:
Manset Appraisal completed, Ron Axelrod and Jeff Berzinis were going to review this and make recommendations about what to do next with the report. No further work has been done at this point. Ron and Jeff are still reviewing it. The appraisal seeks to get a value of what The Town owns and what to do with it. What is the cost to maintain it, what is the income potential and what can be done with the various pieces?

Road Work: Jim Amuso and Jim Fortune were going to work on this with assistance from Ron Axelrod. Road work on Islesford and Great Cranberry has been done in recent years based on a (S.W. Cole) pavement management plan from 2005 and various road plans done by the Town. Jim Fortune sent the 2005 S.W. Cole report to MAC members. Much of the work has been done over the years on as an as needed basis. We are that point where the pavement management plan needs to be updated. 2013 and 2014 road work will focus on GCI, where some paving of Cranberry Road needs to be done and possibly some fixing/reconstruction of the shale roads. The Town will work on updating the 5-year road plan and provide budget numbers for 2014. Ron Axelrod will develop a scope of work for an engineer to work on this. The baseline is already there, we just need to build on it.

New Town Office: Cory Dugan and Jim Amuso are working on a new plan for a possible renovation of the old fire house on Islesford for a Town Office. Jim and Cory will come up with a plan and estimate for renovating the old fire house building. The cost estimate would be based on the concept plan developed by the MAC in 2011, but using Main Street as the entrance rather than Cross Road. The MAC work to develop a set of plans that will have a solid building plan with cost estimates for the Selectmen to bring to Town voters. The MAC will more fully develop the plan for renovating the old firehouse vs. an addition to the new one on Maple Avenue. Cory Dugan and Jim Amuso will review Ron’s scope of work to develop this plan.

Comprehensive Study of Ferry Service. Research the potential for forming a transit district, and possibly hire a consultant to do a feasibility study. Ron Axelrod, Corey Duggan, and Katelyn Damon will work on this. Nothing done to date.

Manset Dock. Further develop the plan for a drive-on dock in Manset. Study the environmental issues and do the following:
a) Options
b) Develop a plan, including time-frame
c) Build

Have a workable plan for developing a drive-on dock that could be used year-round if needed. Ron Axelrod, Jeff Berzinis and Jim Fortune will work on this. The Harbor Committee tabled discussion on the Manset dock at their last meeting, and nothing done to date by MAC in 2013. Item tabled.

LCI Dock extension. The MAC will work jointly with the Harbor Committee on selecting a plan for going ahead with the LCI dock extension. The Harbor Committee chose one of the 7 concept plans developed by Kleinshmidt 3 years ago. The Harbor Committee hasn’t done any more work on this since November 2010. The plan that was agreed on needed some additional refining, but that has yet to be done. The mooring field will need to be reconfigured before additional design work can be done for the dock extension. The Harbor Committee will work on this. Jim Fortune will work with the Harbor Committee on this and report back to the MAC.

These are long-term plans and will require additional work before presenting anything to the Selectmen. The Harbor Committee will need to be involved, with point persons on the Harbor Committee selected to take the lead. The LCI Harbor will need to be involved.

Other Business
GCI Bathroom: Ron Axelrod and Jim Fortune are working with Andrew McCullough to develop a plan and design. The original McCullough plan is over designed and could be much smaller (8’x8’ floor plan). We also need a single bathroom and not 2. The bathroom gets minimal use in the winter with more use in summer. However, the other bathrooms on the island get used heavily. We are currently designing the facility for a composting system, and it will be heated and have electricity. This will eliminate the need for the toilet to use a septic tank and the 5 or 6 pump-outs each year, of which the Town pays for 3. The tank will be exclusively used by the GCI store. We expect to have the site plan ready for review by the Selectmen and bids in October, and built by mid-December. We expect to have this ready by end of summer and built by before winter.

The MAC recommends the smaller single toilet facility to save money on construction and maintenance costs.

Jim Fortune will be out of the office August 9 to August 25th. The MAC will hold its next meeting on Thursday, August 29th on Islesford.
