I. Call to Order: 3:03 A.M. by Selectman Richard Beal.
II. Election of Board Chairman
Charles Dunbar moves to elect Richard Beal as Board of Selectmen Chairman. Florence Sprague seconds the motion, with Richard Beal abstaining. Motion passes.
III. Organizational Meeting
Welcome to newly elected Selectman Florence Joy Sprague.
IV. Code Violation: Extension of Time
David Bunker and Wendy Rackliff have sent a letter of response (dated March 09, 2014) to a Notice of Violation letter (dated March 04, 2014) sent by C.E.O. Kimberly Keene. The Notice of Violation gives Mr. Bunker thirty days from the date of Notice of Violation letter to remove or move all structures currently violating the 75’ setback from the tributary stream (known as “Long Brook” on the survey plan). Mr. Bunker and Ms. Racliff are asking for an extension of time to have the enclosures moved or demolished to June 01, 2014, due to snow and freezing conditions.
Richard Beal moves to extend the deadline by sixty days, by June 01, 2014 to comply with all provisions of C.E.O. letter dated 4 March, 2014, (setback violation). Charles Dunbar seconds the motion, with a unanimous vote by Florence Sprague. Motion passes.
V. Other Business
• Richard Beal suggests that an internet commission be formed to research and suggest suggestions to improve DSL internet connections on both Great Cranberry Island and Islesford. The commission would have a begin date and end date for service. Charles Dunbar asks if this would include Bear and Sutton Islands. The answer to this is unsure at this time, as Bear Island has no phone lines to the island and Sutton Island phone lines come from Mount Desert. This will appear on the April BOS agenda.
• Florence Sprague and Charles Dunbar suggest that a commission may be useful to review concerns with the proposed and defeated ordinance for Use or Lease of Public Property. Concerns were voiced by some voters at today’s annual Town meeting where voters decided not to approve the proposed ordinance as written. Charles Dunbar suggests seeking out those voters who had concerns with the ordinance to work on such a commission. This item will appear on the April BOS meeting agenda.
• Charles Dunbar suggests the idea of a summer school / day camp at the revived Longfellow building on Great Cranberry Island. Mr. Dunbar suggests that fees could be charged for the summer school and that local groups might be willing to offer services for such a program. This item will appear on the April BOS meeting agenda.
• Summer roads program will also appear on the April BOS meeting agenda. At today’s annual Town meeting, voters approved up to $202,000 for capital roads projects on Great Cranberry Island.
• Today’s approved 2014 budget will create a tax increase of $1.03 for each thousand dollars of valuation on each property.
• The Tax Assessor plans to be at the Town office on Thursday, March 20, 2014.
