  1. Call to Order: The meeting was called to order by Phil Whitney at 4:36pm.
  2. Approval of Minutes
  3. Michael Macfarlan moves to accept the minutes from the April 18, 2014 noting the correction to the next meeting date as May 12, 2014 and not June 09, 2014. Mike Westphal seconds the motion. Vote: Yes, Unanimous. Motion Passes.

    The Mainestay Fund of the Maine Community Foundation donated $550.00 to the Great Cranberry Fire Department to be used towards training.
    Katelyn states that the department has $1015 in reserve with the Town of Cranberry Isles.
    Phil questions Katelyn on what she anticipates the department spending their money on in the next 10 months. Katelyn anticipates equipment upgrades to hose, gear the possible purchase of a second collapsible tank, etc.
    Bruce Komusin moves to accept the treasurer’s report. Mickey Macfarlan seconds the motion. Vote: Yes, unanimous. Motion Passes.

  6. Old Business:
  7. a. EVOC Training Report
    There were six drivers at the EVOC driver training that took place on April 26, 2014 on Great Cranberry Island. They were: Mark Alley, Blair Colby, Sam Donald, Ric Gaither, Norman Sanborn and Phil Whitney.
    Katelyn is working on getting documentation that Tyler Kuester has completed an EVOC course from the Springfield Fire Department. Once she has that documentation he can complete the road course with Blair and be signed off as another approved driver.
    The six EVOC drivers who completed the class are also certified to drive the Ambulance.
    Katelyn will put driver logs in each truck. They are to log when a truck is out for any reason, fuel, parade, emergency incident, etc.
    b. Status- Turnout Gear Return (Inactive Members)
    Beverly Sanborn’s gear has been returned. Becca may try it on at her convenience.
    c. Status- By-Laws
    Katelyn has spoken to the Town’s Attorney briefly. They have set up a time to discuss the by-laws and firefighter application. Mr. Barrett anticipates some changes having to be made in how specific questions are asked. Katelyn will report back on the process in June.
    d. Status- Firefighter Application
    Please see item c. Status- By-Laws under Old Business.
    e. Status Turnout gear purchase
    Gear has been purchased for Tyler and Blair. Tom and Sam have their gloves and hoods.
    f. Well & Septic Upgrades
    The well has been drilled and is 590ft deep with an output of 40/gallons a minute. There is nothing to report on a cistern system at this time.
    Katelyn briefs the department on the septic upgrades to date. The current system has been surveyed and is non-functional at this time. Katelyn moves to request financial assistance and administrative support from the Town of Cranberry Isles in replacing the Great Cranberry Island Volunteer Fire Department septic system. Sam Donald seconds the motion. Vote; Yes, unanimous. Motion Passes.
    Katelyn will write a letter to Richard Beal, chairman of the Board of Selectmen formally requesting assistance from the town with the septic replacement.

  8. New Business:
  9. a. Mounting Fire Extinguishers at Firehouse
    Katelyn is to work with Mike on placement of the 10# extinguishers around the facility.
    There are fire extinguishers that also need to be placed on the trucks. Some have mounting brackets that will need to be installed.
    Katelyn will work with Tyler Kuester on swapping out old extinguishers and finding a place to mount the new ones.
    b. Portable Radio Distribution
    Katelyn has portable radios at the firehouse for distribution. Radios will be distributed to Blair Colby, Sam Donald, Tom Powell and Tyler Kuester.
    Katelyn will briefly demonstrate radio operation at the end of the meeting.
    c. Commercial Vehicle Inspections
    Katelyn is working on completing the commercial vehicle inspections. She anticipates having them done by mid June.
    d. Class A Pump Testing
    Katelyn asks the department what day would be best for them to take 3-4 hours to complete pump testing in June. The department suggests a Saturday afternoons. Katelyn will work on coordinating with Kevin Bland to complete the pump testing.
    e. Discussion- Training; Islesford- Electrical Safety Training 5/14/14
    Katelyn reminds the group that there is an electrical safety class set to take place at the Islesford Firehouse on Wednesday, May 14, 2014. A lasagna dinner will be provided by the Cranberry General. Nick Hadlock will pick GCI folks up at the dock at 345.

  10. Other Business:
  11. a. Discussion takes place about paying Blair the first of two $500 installments for his time acting as fire chief.
    Michael Macfarlan moves to pay Blair $500 from Great Cranberry Island Fire Department funds. Sam Donald seconds the motion. Vote; Yes, Unanimous. Motion Passes.
    b. Katelyn brings up the issue of paying Tyler Kuester for his meals for the fire academy. Katelyn had asked Tyler to keep his receipts for his meals each weekend in hopes of saving the town some money instead of giving a flat stipend rate. No receipts have been saved so Tyler has not been reimbursed any funds. This was not the intended outcome. Katelyn would like the department to reimburse Tyler some funds after the fact.
    Government per diem rates are $31 for dinner and $10 for breakfast for Hancock County, with Tyler having 2 dinners and two breakfasts to be paid for each weekend. The department decides to reimburse Tyler $60 per weekend for 13 weekends, on the grounds that Tyler did not keep his receipts as originally agreed upon.
    Sam Donald moves to reimburse Tyler Kuester $60 per weekend for a total of 13 weekends. Mike Westphal seconds the motion. Vote: Yes, Unanimous. Motion Passes.
    e. Discussion is had about field burning again as the department has had one request. Blair has deemed it too late in the season to field burn. The department would like to advertise in the fall of 2014 for field burning in April of 2015. They also suggest getting permission in the fall of 2014 from interested landowners who are not around in the spring.

  12. Setting of Action Items:
  13. a. Norman is to try find out about Judah Rome’s turnout gear.
    b. Katelyn is to continue working with the Town’s attorney in regard to the by-laws and firefighter application.
    c. Mike is to hang the fire extinguishers around the firehouse.
    d. Katelyn will coordinate to complete the commercial inspections and Class A pump testing.

  14. Setting of Next Meeting Date:
  15. The next scheduled meeting of the GCI Fire Department will take place on Monday, June 09, 2014 at 4:30pm.

  16. Setting of Next Training Date:
  17. Wednesday, May 14, 2014- 4:15pm. Electrical Safety Training on LCI.
    Monday, June 09, 2014 1-4pm. OSHA Training with Joe Wellman for anyone who did not complete the training in December.
    Katelyn asks that department members spread the word to seasonal community members so that they can attend this OSHA class.
