I. Call to Order: 4:10 P.M. by Chairman Bill Dowling.
II. Review/Approval of June 16, 2014 Minutes
Bill Dowling moves to approve the June 16, 2014 Harbor Committee meeting minutes as written. Richard Howland seconds the motion. All in favor. Motion passes.
III. Islesford Dock Extension
The Harbor Committee prefers Option E, with modifications, of the Kleinschmidt Associates rendering, (dated 06/10/2010) of a 40 foot pier extension to the Islesford Town Dock.
One float would stay in year round. It is believed that this configuration would have the least impact on the mooring field and allow for an all-season float access. A second set of stairs is desired on the new 40 foot extension, in front of the new shed location (identical to the current configuration). The existing stairs would still remain as a secondary access. Both sets of stairs would not be accessible by ferries and larger boats when the float is in. The stairs would be used if the gangway is removed for any reason and would provide access to the dock. The older inner stairs would still be accessible by smaller boats year round, although the pilings would prevent larger boats from docking there.
There is also concern that the third skiff float would bottom out at low tides and would not be usable for some boats. Skiff float access is something than should be evaluated with this configuration. It may not be a problem, but we should at least address it. This configuration would also need (or is desirable to have) a wave attenuation feature on the NW side of the forty foot extension. This preferable would be granite blocks, but a stone filled wave fence may also work. The Harbor Committee recommends that Kleinschmidt Associates update the rendering of Option E, to include their recommendations. Once the updated rendering is complete, the Committee recommends giving to Prock Marine, Minctons, or another qualified contractor to see it this would all work.
Bill Dowling moves to recommend to the Board of Selectmen get estimates from Kleinschmidt Associates for updated plans, to include Harbor Committee recommendations, and also estimated costs of the project. Richard Howland seconds the motion. All in favor. Motion passes.
IV. Islesford Dock Other Business
The Harbor Committee is still recommending a hoist for the Islesford Town Dock. The Administrative Assistant to the Board of Selectmen suggests that management of the proposed hoist needs further discussion. Further research in to the type of hoist used by the Towns of Bar Harbor and Stonington may be helpful. Co Op fishermen on this committee will check to see if someone may be able to custom build a hoist. The hoist is recommended to be able to lift at least 1000 pounds, maybe 1500 pounds. This item is referred to the October BOS meeting agenda.
V. Additional Float, TCI Manset Float
The estimated price for an additional 16’ x 24’ float for the TCI Dock at Manset is $11,500. The Harbor Committee recommends new, shorter bridges. Estimated cost for the bridges is $3,500 each. Other costs may incur with moorings.
Bill Dowling moves that the Harbor Committee recommends to the Selectmen, using Dennis’s drawing and information, an additional float and new bridges at the Manset TCI Dock. James Fortune seconds the motion. All in favor. Motion passes.
VI. Manset Dock Other Business
TCI Dockmaster Dennis Dever is requesting that his job description be revisited and asks the Harbor Committee to recommend to the Selectmen for a $1.00 per hour increase and an additional 20 hours added to his position. Mr. Dever states that some of the work he does at the facility are not in his job description, but it makes the facility look better, such as mowing, tree work, etc. Mr. Dever still has work that needs to be done for the season at Manset.
Bill Dowling moves to recommend a $1.00 per hour pay raise and an extra 20 hours employment as TCI Manset Dockmaster. James Fortune seconds the motion. All in favor. Motion passes.
VII. GCI Dock
Nothing at this time.
VIII. Sutton Island Dock
Nothing at this time.
IX. Other Business
The Harbor Committee recommends that the stenciling of time limits be repainted on all Town floats.
