To: A Constable of the Town of Cranberry Isles, in said County
Greetings:

In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Cranberry Isles, qualified to vote in Town affairs, to meet at the Islesford Neighborhood House, in said town, on Saturday, the 14th day of May, 2016 at 8:45 A.M. to act on the following articles, to wit:

Articles:

1. To elect by ballot a Moderator to preside over said meeting.

2. To see if the voters of the Town of Cranberry Isles will approve the use of the Maine Moderator’s Manual “Rules of Procedures” for the conduct of the Special Town Meeting.

3. To see if the voters of the Town of Cranberry Isles will approve opening the floor of this Special Town Meeting to all non-registered persons for the purpose of discussion only on each of the following articles of this Warrant.

4. Shall an ordinance entitled “Floodplain Management Ordinance for the Town of Cranberry Isles, Maine” be enacted?

5. Shall an ordinance entitled “Cranberry Isles Holding Tank Ordinance” be enacted?

6. To see if the voter of the Town of Cranberry Isles will vote to authorize the Municipal Officers to implement a Consolidated Passenger Ferry Service to serve the Town of Cranberry Isles, Northeast Harbor and Manset/Southwest Harbor, as described in the Town’s Transportation Task Force document “Cranberry Islands Ferry Operations and Financial Feasibility Report” dated March 8, 2016; and to borrow, if required, up to $750,000 to implement one of the below ferry service operations, and further to authorize the Selectmen to issue general obligation bonds of the Town as security for financing, which bonds may be callable, and to take any and all actions as may be necessary or appropriate to accomplish and operate this ferry service. 1. Total Town Indebtedness:

a. Bonds outstanding and unpaid: $2,215,200
b.Bonds authorized but unissued: (2016) 250,000
c. Bonds to be issued if this question is approved: 750,000
Total: $3,215,200

2. Estimated Costs:

a. Estimated Interest Rate: 3%
b. Estimated term: 15 years
c. Total Principal: 750,000.00
d. Total interest to be paid over term: 182,285.21
Total Cost: $932,285.21

3. The validity of the bonds and of the voters’ ratification of the bonds may not be affected by any errors in the above estimates. If the actual amount of the total debt service for the bond issue varies from the estimate, the ratification by the electors is nevertheless conclusive and the validity of the bond issue is not affected by reason of the variances.

7. To see if the voters of the Town of Cranberry Isles will vote to authorize the Municipal Officers to form a Ferry Service as:

A. A Town owned service (docks, vessels, freight contracts and subsidies) with a provider contracted for operations.

B. A Town franchise with a designated single for-profit private provider with operational requirements and subsidy grants.

C. A Town franchise with a single designated non-profit provider with operational requirements and subsidy grants, similar in concept to the current Isle au Haut or Chebeague services.
Note: Voters will vote on each form of Ferry Service with a yes or no vote.

8. To see if the voters of the Town of Cranberry Isles will authorize the Municipal Officers to initiate an application with federal postal authorities for the mail delivery contract between Northeast Harbor and the Cranberry Isles, and if successful to further authorize the Municipal Officers to contract, rent or lease vessels to carry the mail, hire staff to operate the vessels, and borrow sufficient funds to accomplish the mail contract provisions until federal payments are received for services provided, and to take any and all actions as may be necessary or appropriate to prevent the Town of Cranberry Isles from incurring contract delinquency. NOTICE

The Registrar of Voters, Denise McCormick, gives notice that she will be in the Town of Cranberry Isles Town Office, 16 Maple Ave, Islesford, Maine on the 10th, 11th and 12th of May 2016 between the hours of 9:00 a.m. and 3:00 p.m., and at the Islesford Neighborhood House on the day of the meeting, May 14th, 2016, at 8:15 a.m. for the purpose of registering new voters and correcting the list of voters for said Town. *All new voter registrations must provide Proof of ID and Proof of residency.
